The men, on three mopeds, were seen driving at speed along Oxford Street in central London towards the Watches of Switzerland shop in Bond Street.
Pedestrians were forced to jump out of the way as the mopeds headed for the shop.
When they reached the store, the men rammed the door with a moped and then attacked it with the hammer and axe.
Police said one of the group began to spray people with a noxious liquid if they approached the shop.
The substance was thought to be ammonia and a security guard was treated in hospital after the attempted armed robbery on Monday, March 17. His injuries are potentially life-changing, police said.
One of the suspects is thought to have had a handgun.
Staff inside the shop managed to operate the security shutters and the gang fled the scene.
No property was stolen, but the gang caused several thousands of pounds in damage.
