Several cameras, including
a police one, captured footage of the Cedrick Chatman shooting.
The footage shows Cedrick
Chatman, a carjacking suspect, being shot dead during a foot chase on the
city's south side in January 2013.
As the wounded 17-year-old
lies in the street, one of the officers places his boot on top of him as he is
handcuffed.
The federal judge has
ordered the release of surveillance video showing the Chicago police officer
killing an unarmed black teenager.
Officer Kevin Fry, who is
white, said he opened fire after seeing the teenager turn toward officers with
a dark object in his hand.
Investigators later
determined the object was an iPhone box.
A lawyer for the Chatman
family, who are pursuing a wrongful-death lawsuit, says the teenager neither
turned nor posed a threat.
On Thursday, Judge Robert
Gettleman lifted a protective order that barred the clip's release after the
city dropped its objections.
He said he was "very
disturbed" by the city's attempts to hold on to the footage.
In the police account, the
teenager was stopped by two plain-clothes officers who ordered him at gunpoint
out of a stolen Dodge Charger.
The teenager ran.
Officer Fry said he feared
for his life and that of his partner, Officer Lou Toth, as he shot four times,
hitting the fleeing suspect twice.
But the judge said on
Thursday Officer Fry had endangered Officer Toth's life when he opened fire
because he was so close to the teenager.
But a former IPRA
supervisor said he believed the shooting was unnecessary.
Lorenzo Davis says he was
fired after refusing to change the findings of his investigatory report.
Embattled Chicago Mayor
Rahm Emanuel, a former chief of staff, and the city administration have been
facing intense scrutiny recently over police shootings.
