Mentally Disturbed Couple Making Out On The Street (18+)

These couples are mentally unbalanced, so you can't really blame them. What is the government doing to help people who are mentally challenge?  One cannot blame them but it’s not a good sight and precise there are children walking up and down the street, how would parent explain this indecent display to them.
