New Video Footage Shows ISIS Man Cutting Off Man’s Hand

The cut off hand was put inside a bag as shown in new video release by the Islamic State in Raqqa, Syria. 

It shows a man accused of stealing being punished by having his hand cut off by an ISIS member.
