Why Is This Sculpture Under Ikeja Bridge? Lagosian Ask Abode

Why will anyone put this sculpture there without anyone noticing? Why is it still there? Lawless country, too bad.
The above image was spotted by many under Ikeja Lagos bridge and as left many wondering without answer but a twitter user decided to bring it on social media. The twitter user wanted the Lagos-state Governor to answer the question.
